UK Budget 2026: 2-Year Graduate Visa (PSW) for High-Compliance Universities

Admin | 2026-10-29

The 28 October 2026 UK Budget says graduates of "high-compliance" universities will keep a two-year Graduate visa instead of the 18 months planned from January 2027. This is very fresh news and many details are still missing, so here is what has been announced, what has not, and how to plan around it.

1. What the Budget Announced

The UK had already announced that the Graduate Route, the post-study work (PSW) visa, would shrink from 2 years to 18 months for applications made from 1 January 2027. The Budget now adds an exception: the Graduate visa will stay at two years for graduates of high-compliance universities where there are strong labour market outcomes. That is the wording used in the Budget document.

The Budget also says the High Potential Individual visa will be widened to people with qualifications from the world's top 150 institutions (reported as up from 80), with a proportional increase to its cap.

2. What We Do Not Know Yet

As of today the government has not published the detail, and the education sector is still waiting for it. In particular:

  • How "high-compliance" is defined. The Budget does not say whether it will be linked to the Home Office compliance checks that universities with a student sponsor licence already face.
  • How "strong labour market outcomes" will be measured. No measure or threshold has been named.
  • Which universities will qualify, and how many. There is no list. Anyone telling you a specific university is "in" or "out" today is guessing.
  • When it starts. No start date has been given for the two-year exception.

The UK student advice body UKCISA has also said it does not yet have further detail. We will update this post when the Home Office publishes the rules.

3. The Graduate Visa Today: What Still Applies

Your situationGraduate visa length
Graduate visa application made on or before 31 December 20262 years (current rules)
Application made from 1 January 2027, university not classed as high-compliance18 months (planned; the exception is the new part)
Application made from 1 January 2027, high-compliance university with strong outcomes2 years (announced, details not yet published)
PhD or other doctorate3 years

As we explained in our earlier guide, the month you apply for the Graduate visa matters, because the length depends on the application date, not your graduation date. Nothing in the Budget changes that rule for now.

4. What a "High-Compliance" University Might Mean

UK universities that sponsor international students are already checked by the Home Office on how their students behave: how many get their visas, how many actually enrol, and how many complete their courses. The government has said it wants these standards to be tougher. It would be reasonable to expect "high-compliance" to be judged in a similar way, but the Budget does not say so, so please treat that as an informed guess, not a fact.

Whatever the final definition, the universities most likely to benefit are those that run a careful, honest admissions process and whose graduates go on to good jobs. That is also the kind of university you want to study at anyway.

5. What Nepali Students Should Do Now

  • Do not change your plans in a hurry. There is no list and no start date. Choosing or dropping a university because of a rumour is a risk.
  • Plan for 18 months, and treat a second year as a bonus. If the university you choose later qualifies, you gain; if not, your plan still works.
  • Look at graduate outcomes. Check what share of a university's graduates go into work or further study, and in which jobs. Ask the international office for this directly.
  • Choose universities with a clean record. Pick a university with a sponsor licence in good standing and a visa and admissions process that is open about requirements.
  • Remember the application-date rule. If you will finish your course and can apply before 1 January 2027, you get 2 years under the current rules whichever university you attend.
  • Keep your documents strong. Compliance starts with your own application: genuine funds, a clear study plan and honest answers at your interview.

The Graduate visa does not guarantee a job, and it does not guarantee that you can stay in the UK long term. It gives you time to find graduate-level work and, if you wish, a sponsor for a Skilled Worker visa. A longer visa is more time, not a promise.
